The Hollow is based in Sapporo somewhere between present time and 2030. Supernatural creatures have often existed in folklore and cautionary tales to ward young children from misbehaving and often carry a moral overtone. However, supernatural creatures have begun to manifest in a human shell, appearing as one of our own with an intent of making their presence known. No one knows exactly how they've come to be, and few people are aware; even fewer vocalize their knowledge for fear of government persecution or the possibility of being incarcerated under terms of being legally insane.

Vampires and werewolves have long-since been unable to co-exist in peace, whether the vampires consider werewolves humanoid beasts or werewolves consider vampires glorified murderers. They're in a race of dominance against each other and over humans to establish their existence and their will over the human populace and the world in general. They do not consider the Fay (without good reason) or changelings (with good reason) a threat due to their little display of strength. Fay are preferring a sneakier tactic due their skills in diplomacy and human relations, along with their fair appearance. Most changelings do not want to establish a new world order and are perfectly content to ranging in different forms of crime and generally being a nuisance to humanity for humour's sake. Some even host some human ideals and wish to use their constantly changing appearance to change the world for all, though this shouldn't be seen as humanitarian in the least.

The government is aware of their existence and has taken precaution as to dealing with them or eradicating them, feeling they are a threat to the state of overall Japanese day-to-day living. They persecute any and all persons suspected of housing a supernatural creature and deal with both the suspect and the perpetrator (it is assumed the creatures are killed; some humans do come back, but with no memory of the person being in their lives.) There are some government officials who idealistically believe cohabiting can be achieved with years of work and are more than willing to try; some of the more vocal individuals have been dishonorably discharged from their ranks and status in the Japanese law enforcement for being out of line. That being said, supernatural creatures tend to take extra precautions to blend into everyday society to prevent being captured or killed. However, not all supernaturals are like-minded; some have felt that a change in the food chain is required.
